Wotherspoon was left out of Hibs' Scottish Cup final defeat by Hearts last season, which prompted speculation the 22-year-old could be sold this summer.
He started only 20 games in the SPL last term, but Fenlon is confident Wotherspoon will enjoy a more positive next campaign at Easter Road.
"He is very much in my plans," said Fenlon in the Edinburgh Evening News.
"Last year wasn't a great one for him but I hope he comes back refreshed and wants to prove a point.
"He's shown what he's capable of doing but I feel he just needs to have a little bit more confidence in himself.
"He is such a good lad and his attitude to training is top class."
